Electronic Monitoring

            Electronic Monitoring is an enhanced supervision tool in which an electronic bracelet is placed on the probationer that enables the probation department to monitor the defendant twenty-four hours a day.   Basically, the EM participants are under house arrest. They are not allowed to leave their residence without first obtaining permission from their probation officer.   The phone line is connected directly to an automated answering service located in Florida.  The probationer answers the specially equipped phone, attaching the apparatus on the bracelet to the telephone when the random calls are dispatched.          

          The home monitoring system is capable of detecting the presence of alcohol on the breath of the probationer. The EM unit is also connected to a device that is able to identify and match the vocal tones, making it impossible for someone other than the participant to answer the phone without the deceptions being detected.
